German Scholar to Speak on Rule of Law and International Cooperation
On June 4, Prof. Dr. Mattias Kumm, Managing Head of the Rule of Law Center at WZB Berlin Social Science Center and Professor of Law at New York University, will deliver a lecture at HSE entitled ‘Liberal Constitutional Democracy 25 Years After the End of the Cold War’, which is sponsored by the HSE Faculty of Social Sciences and the ISEPR Foundation. Professor Kumm, an internationally recognized expert on globalization and the rule of law, spoke briefly with the HSE news service ahead of his lecture on Thursday.
— Could you please say a few words about your areas of interest and professional specialization?
— I am a scholar of international, European and comparative public law as well as legal philosophy. What interests me is how law constrains, structures and shapes political struggles over power, money and justice.
— You currently have a research professorship on the Rule of Law in the Age of Globalization. What is exciting for you about that topic? Why do you consider it so important now?
— Never has the potential benefit of cooperation between states been greater. Never have the consequences of war between states been more horrific. Peace, prosperity and justice in the present and future depend to a considerable degree on the nature of legal and political structures through which we govern ourselves.
— Could you please comment on international partnership in the age of globalization? Why is it so important, for example, that you are coming to HSE in Moscow with your lecture?
— Serious thinking about basic legal, political and economic questions is an enterprise rarely limited by national borders, traditions and sensibilities. Serious scholarship is an inherently cosmopolitan enterprise and thrives from global exchange.
— How did your involvement with HSE start?
— The cooperation was started by an invitation to present at HSE. I do not know what this cooperation will bring me, but I hope for and look forward to an engaged discussion!

Justice 'Ex Machina': Using Artificial Intelligence to Fight Corruption
In Mexico, a pilot project applying artificial intelligence (AI) algorithms enabled the Tax Administration Service to detect 1200 tax-evading companies and 3500 fraudulent transactions within three months – a task that would have taken 18 months using conventional methods. Despite some obvious benefits, the use of AI-based solutions to counter corruption also entails several challenges, according to experts of the HSE Laboratory for Anti-Corruption Policy (LAP) and the HSE Faculty of Law who have examined the relevant experience of several countries. A report based on the study’s* findings was presented at the XXIII Yasin (April) International Academic Conference hosted by the Higher School of Economics.

On May 19th, 2017, students of the HSE Faculty of Law took second place in the final round of the International Criminal Court (ICC) Moot Court Competition which took place in The Hague. One of the HSE students won the award for best speaker in the finals.
