CIS Countries' Education Quality Assessment Systems Have a Lot in Common

On November 7-9, Astana hosted the third International Conference of the Eurasian Association for Educational Assessment (EAOKO), one of the organizers of which was HSE's Institute of Education.

EAOKO is a non-profit organization created in 2012. Its founders were Viktor Bolotov, the Academic Supervisor of HSE's Centre of Education Quality Monitoring, and Igor Valdman, the director of the Russian Training Centre of HSE's Institute of Education. ЕАОКО brings together experts in assessing the quality of education in CIS countries, that is, in the Russian-speaking space.

The ways quality assessment systems are developed in post-Soviet countries have a lot in common, says Igor Valdman. National examination models are even similar in a number of countries, and experts are constantly analyzing the experience of their neighbors. In addition to holding annual conferences, the first of which was held in Moscow and the second in Minsk, EAOKO releases the journal Education Quality in Eurasiaas well as a newsletter. The Russian Training Centre holds regular webinars and in-person seminars, in which experts from CIS countries take part.

The conference in Astana saw the participation of around 100 people from Russia, Kazakhstan, Belarus, Kyrgyzstan, other CIS countries, and the Czech Republic. This was the second time a researcher from the Czech Republic is taking part in the EAOKO conference. He is conducting research in Russia and Kazakhstan on self-assessment at schools. The main paper of Viktor Bolotov and Igor Valdman included an overview of quality assessment systems and, in particular, national exams in the Russian-speaking post-Soviet space.

Particularly interesting for Russia is the experience of Kazakhstan, which introduced standardized state exams for graduating high-school students and university applicants back in the 1990s, prior to when Russia introduced its Unified State Exam (USE), comments Viktor Bolotov. Kazakhstan has also been using the External Evaluation of Educational Achievements (EEEA) for quite some time, while a similar project – national research on the quality of education (NIKO) – only began in Russia in October 2014. Conversely, other CIS countries are somewhat behind – Tajikistan’s Centralized Entrance Examination (CEE) was carried out for the first time just last year using Russia’s experience in organizing an informational company for the USE.

After the conference, a monograph is planned to be released where expert groups from CIS countries discuss their own education quality assessment systems. It was also decided at the conference that the Centre of Education Quality Monitoring would carry out a summer school in psychometrics aimed at experts from CIS countries, among others.

In St. Petersburg, the third international conference ‘Industrial Organization and Spatial Economics’, organized by the HSE’s “International Laboratory for the Theory of Markets and Spatial Economics” has come to an end. The participants talked about how to study competition, the similarities and differences of regional economies, and whether it is possible to create a robot-economist.

HSE Professors on How to Protect Spaceships

At the end of July, Professor Andrey Tyutnev of HSE’s Moscow Institute of Electronics and Mathematics  (MIEM) became the only Russian presenter at the13th Spacecraft Charging Technology Conference organized in California under the auspices of NASA. Professor Tyutnev presented two reports prepared with colleagues from the Higher School of Economics and the Lavochkin Research and Production Association.

Young Political Scientists from the HSE Take Part in Organizing Conference in Austria

A young scientists’ conference organized by the European Consortium for Political Research recently took place at the University of Innsbruck (Austria). Students of the HSE Institute of Education’s Master’s programme on Contemporary Political Conflicts organized a session called ‘Political Power & Foreign Policy Analysis’.

An Excellent Platform for Academic Debate and Public Education

Dr. Marek Dabrowski, CASE Fellow at the CASE — Center for Social and Economic Research in Warsaw, Poland, has participated in every HSE April Conference since 2001, missing just the 2000 inaugural event.  A professor with decades of experience in the field of economics, Dr. Dabrowski’s current areas of expertise range from monetary and fiscal policies and political economies in transition to perspectives on European integration and European Neighborhood Policy. HSE Experts Presented a Paper in Paris

In early July 2013, a joint academic conference of the Organization for Economic Co-operation and Development (OECD), The University of Oxford, and the British Open University, took place in France. The conference was dedicated to the problems of welfare economics and was held in the OECD headquarters in Paris. Several HSE experts took part in the event.

First International Russia Longitudinal Monitoring Survey User Conference

On May 17th-18th 2013, the first international conference for users of the Russia Longitudinal Monitoring Survey will take place at the HSE. The deadline for application is March 25th 2013.

Political Scientists at an International Roundtable in the Public Policy Department, Put Public Protest under the Microscope

The Department of Public Policy at the Higher School of Economics organised a roundtable on "Problems of Global Governance in Modern Political Science" at the VI Congress of Russian Political Science, held at Moscow State University of Foreign Affairs on 22-24th of November. The round table was co-chaired by D.G. Zaytsev, Associate Professor of the Public Policy Department and A.N.Potsar, Associate Professor of the Public Policy Department.
