Delegation from Vietnamese Universities Visits HSE University

In April 2024 Deputy Minister of Education and Training of the Socialist Republic of Vietnam Hoang Minh Son and a delegation from top Vietnamese universities visited the HSE Pokrovka campus. The parties discussed prospects for the development of bilateral relations in higher education and identified priority areas for continued partnership.

HSE University has been actively developing partnerships with educational and scientific institutions in Vietnam since 2016. Currently, there are six cooperation agreements in place, including agreements on mutual understanding, educational and scientific cooperation, and academic mobility with five partners. Among them are Le Quy Don Technical University, the University of Economics Ho Chi Minh City, the National Economics University, and others. International academic mobility programmes for the 2023–24 academic year are being implemented with three educational organisations in Vietnam.

Hoang Minh Son noted the special achievements and successes of HSE University as a young but prestigious higher educational institution and emphasised the importance of higher education as a mediator between countries and peoples. He also highly appreciated the role of the USSR and Russia in training Vietnamese specialists, pointing out the need for joint work with graduates. ‘For me, as a representative of the Ministry of Education and Training of Vietnam, the successes of Vietnamese students and graduates of HSE University are extremely important,’ said Hoang Minh Son. Among the potential areas of cooperation with Russian universities the Deputy Minister highlighted economics, technical sciences, IT, and mathematics.

HSE Vice Rector Victoria Panova expressed gratitude to Hoang Minh Son for the visit, highly evaluating the current Russian-Vietnamese relations, including at the interstate level. ‘Vietnam is the only country in ASEAN that has been visited five times by Russian President Vladimir Putin. This speaks primarily of the trust between the leadership of our countries, the strong friendship between our peoples, and active contacts in all strategically important directions. We know that Vietnam at the national level—and this is prescribed in strategic documents—pays increased attention to education and training,’ noted Victoria Panova.

During the visit, HSE University and the Institute of Social Sciences and Humanities at VNU University of Social Sciences and Humanities (Hanoi) signed a cooperation agreement. On the Vietnamese side, the document was signed by the Vice Rector of the University, Dang Thi Thu Huong.

The Institute of Social Sciences and Humanities is a state university and is part of the VNU University of Social Sciences and Humanities. Its structure consists of 17 faculties, with research activities carried out in 15 research centres. The university has signed over 400 memoranda of understanding with foreign universities, including Deakin University (Australia), the University of Nottingham (UK), the University of Zurich (Switzerland), Fudan University (China), and others.

During the meeting, HSE representatives told the Vietnamese delegation about possible areas of cooperation and the features of studying at HSE University.

Evgeny Kanaev, Deputy Head of the School of International Regional Studies at the HSE Faculty of World Economy and International Affairs, noted that at HSE University, the study of Vietnam is closely linked with the Southeast Asian region and ASEAN. He emphasised the importance of research conducted at the university on the interaction between Russia and Vietnam in current realities and mentioned that Vietnamese students are actively involved in research projects.

Ksenia Shevtsova, Head of the HSE International Partnerships Office, proposed cooperation through mirror laboratories and also talked about HSE representatives' plans to visit the Socialist Republic of Vietnam in the autumn.

The respected guests from Vietnam had a tour around the modern Pokrovka campus, and accompanying Vietnamese students spoke with the high-level delegation about the studying conditions at HSE University.

In 2020–2023, HSE University, in cooperation with the Vietnam Academy of Social Sciences and with the support of the Russian Foundation for Basic Research, implemented a research project ‘Cross-Border Interaction, Sociocultural Transformations, and Local Communities of the Sino-Vietnamese Border in the Context of State Projects of the People’s Republic of China and the Socialist Republic of Vietnam.’ Additionally, in March 2023, a delegation from HSE University led by Vice Rector Victoria Panova visited Vietnam and had bilateral meetings with the representatives of the Ministry of Education and Training, leading universities of the country, and individual research and technology centres.
